In plenty of AARs and forum posts I see people decreasing HQ TOE.

What effects does this have? HQs perform important roles and I assume those roles are affected by the number of personnel in the HQ unit (support squads). I believe the manual states:

Admin checks are specifically affected by the actual number of support squad ground elements in the leader's HQ unit as compared to the HQ unit TOE.

As admin checks influence MPs, does this not mean that one should be rather careful of decreasing HQ TOE and be flexible with it? i.e. maintain HQ TOE at 100% for your crucial front line units and for airbases that have a critical role to play? And then dial them down for formations that do not have a crucial role to play?

Also, anyone know if morale/initiative checks are affected by HQ TOE?

Lastly, I see people disbanding RHG HQs. Do these units not have a role to play?

Hello

You decrease the HQ TOE or Disband them when ou are short on manpower.
