I just reordered a new version for my new computer (great sale price, so bought a new copay instead of looking up my old purchase number)

Quesiton. It DL 2 files. Command setup 1.10 and command setup 110.2 Do I install both? Why doesn't it come with the lastest 1.11?

installers aren't built for every single version, as the time taken to do it for every game that updates wouldn't be worth the effort and resources used, normally if a couple of larger updates have been added, they make a new installer and roll them all into one

Ok. regarding why not to latest version. But which file do I install. The 110 or the 110.2 (the 110 is the larger of the two 1.97GB, the 110.2 is only 1.3GB).

it's always done on number, so which ever is first, install first, then which ever follows on second so 110 is the smaller number so is the base game, with 110.2 being the update

Up and running - Thanks! Updated to 1.11.

Question. Looking at game settings. I've never prior looked into GAME SPEED settings. Should I change any of these? My system is rather new, high end system.

I wouldn't change them unless you notice some performance issue. Several of them will get turned on/off with you pick your normal game options.
