Status: offline 		there is no option to start the above campaign, is that by design?

im playing on steam and tried latest update and also latest beta.

Status: offline 		This is an 'Operation Torch' scenario - did you buy WitW with this DLC ?
If you didn't buy Op torch I guess the Steam installer is somewhat buggy if it installs unlicensed (not bought) content.
