I'm guessing this game is a little more meaty than Panzer Corps, but less meaty than TOAW and the GG WitE/WitW series?

Your assessment is fairly close. Its much more of a large scale game than Panzer Corps and in some way the others you mentioned . If you played the 1940( 41?) custom scenario in Panzer corps its a big improvement on that. It's good fun, authors work hard to improve the PBEM game.

I thinking of using my anniversary code on it. GG WitW/WitE just looks too complicated for me and I can barely handle Panzer Corps :)

I'd give it a try. I've played it for years and love it, still has limitations. I bet it will go on sale Labor Day (check steam)

How is this compared to the Order of Battle series? Strategic Command seems to still be a bit meatier than OoB?

I bought a couple order of battle games, never really got into it (too detailed). I played a lot of PC and enjoyed it. Panzer General was better.

PC & OOB are specific battle games while SC is a grand strategy game, much larger map. There are longer term macro decisions in SC like research, diplomacy and world event decisions. SC is much more of a time commitment, a PBEM game against a dedicated player (1-3 turns a day) will take months to finish.

SC goes on sale quite often. If you enjoy WW2 strategy games I bet you'll enjoy it.

I prefer SCII to OOB and I prefer that to PzK.

The simple answer to the original qu is: do you want to win a battle or a war

There's more depth than OoB - which I think is a great game. You have to deal with diplomacy and research as well as a series of event triggers. OoB's recent maps are much more similar to Panzer Corp than the original Pacific maps.
