Normally when you get a new unit, you can place it in any city or in any of the six hexes surrounding that city.

The one exception I've noticed is the tank you get on March 23, 1940. It's very limited where you can place it, usually well back from the front. Anyone know why?

Also, I've noticed that it's inconsistent. Sometimes you can place it quite close to the front, but mostly you cannot. Anyone know what explains this? It can't be supply. I currently have supply 9 in the hex next to Cologne, but the game will not let me place the tank there.

Some pre-bought units are scripted to appear in a certain place, you just have to live with it. They are free, after all.
The ones you buy can be placed in any city-centered mega-hex in your own territory, as long as the city in the center has a value of at least 8, I believe.
If I am wrong, I am more than sure someone will correct me.
