How is it that France can send ships into the Baltic when the Axis control Denmark?

What am I missing here?

Can have many reasons.
Early invasion in Odense or Copenhagen to open the sea-route to the baltics.
Higher possibility is this: You tried to hit this nasty Submarine by a bomber or a Destroyer near Kiel or Hamburg and it dodged and escaped in the baltic sea.
