mod folder works perfectly for WIE, but for WAW, it does not matter which mod I select that I always see the same counters.
I added the mods to the mod folder located in documents/.../

This might be a permissions issue for your installed folder. Perhaps try running the game as an Administrator to see if this helps. Right click on the game EXE or desktop shortcut and select Run as Administrator to see if this makes any difference for you.
