1. Open any scenario
2. Click "Axis men disabled"
3. You'll be prompted to "set supply levels" instead. hiwi's and soviet men disabled works as intended.

Fixed. BTW it's best to enter disabled men per nationality (look under "Surrender Flags and Disabled Men", rather than in the old per side values (still available though).
