Status: offline 		I discovered sealed roads, and have now researched them. How do I build new sealed roads and upgrade my existing road net?

Status: offline 		Just build them on top of your dirt roads. I wonder if there is any IP discount for building sealed roads on top of existing dirt roads? Doesn't seem to be.
