Status: offline 		for some reason i cannot figure out the privately held assests in my cap zone are all mothballing...super high moral, plenty of cash in the bank and a large population...what am i missing...happened right after i upgraded to class V city

I'd like to take a look. Maybe something weird is going on. If not... At least i'll be able to explain why.
