In a PBEM game playing against the axis I have isolated two axis occupied ports, Belfast and Rostov. Air and naval units are interdicting supplies to them and are destroying large quantities of supply most turns. However, the two units in the port have shown no noticeable reduction in strength and sometimes seem to have gained strength. Shouldn't these units be weakening after many weeks of supply interdiction?

Your opponnent can be using trucks to improve the effectiveness of his troops.
Also remember that Belfast is a level 6 port. So unless you are destroying more than 100 supply points in the interdiction, the stockpile will have enough to maintain a corps fully suppplied.

If you don't attack them they won't go down. Supply reduction means they get very little through but enough food and water. Their ammunition is still there and doesn't go away.

Pounding fortified positions for 3:2 and 2:1 will quickly deteriorate those troops. Yes you will take more losses but you should as you are attacking a larger fortified city. It is very similar to the taking of Stalingrad.
