We are using version 4.2.2 (degub)

We are currently at J/A 1942 turn end trade agreements phase.

We noticed that all current deals are mandatory. They changed last turn end (M/J). Most likely right after last trade was done.

FF was able to receive 2 BPs. CW was already sending 1 and US tried to send 2. US deal disappeared and all other deals became mandatory. I failed to recreate the bug.

During J/A turn end weather went bad during the turn end. I failed to recreate that bug too.

Is it possible to somehow fix deals so that they are not mandatory?

Since you had a previous turn where the trade agreements were good. It was a fairly simple edit. I just copied those trade agreements from the M/J 42 turn over those in the J/A 42 turn.

1. There are 11 comma separated values per row that detail a given trade agreement.
2. The 11th value controls the status; i.e., whether or not a given trade agreement is Temporary (=1) or Mandatory (=0).
3. The 1st value is the number of BPs, 2nd value number of oil & 3rd value number of resources total.
4. The 7th value is the lender country id & 8th value is the recipient country id.
5. That leaves values 4-6 & 9-10 that I haven't figured out what they are; however I assume one will define whether or not a temporary trade agreement is only for 1 turn.

Its a simple copy from a save where the trades are good and pasting to your current save as per rkr1958 instructions.

As noted by others the saved game is damaged. I do not know how that occurred - so I do not know how to prevent it in the future.
