Some units some TOE 73/80.
So does it mean that the unit was initially at 80% level of elements (tanks, squads etc) and currently is at 73% level?

no, it has 73% ready, 7% damaged elements, so its missing 20% completely.

you can see the ready-damaged relationship if you go to the elements part of the unit tab

in theory, a well rested unit should recover the damaged elements over time (or shed them if they are deemed unrecoverable)
