Are the ground, ship, and air group availability and withdrawal buttons supposed to be greyed out as the Japanese on the first Japanese turn? For example I cannot manage my shipyards on turn one like I normally do? If this is working right what is the reason? Never saw this vs AI...

Bold of you to take the Japanese side in your first PBEM. If your attack fails you are expected to commit seppuku so those buttons won't matter anyway.
