When a new turn starts and the Turn Summary is visible on the right, or it is enabled via hot key { ctrl-s }, it sits over the top of the area of the unit panel. When a unit is selected on the map by clicking on it, nothing appears to happen - the unit panel is behind the Turn Summary. The Turn Summary could usefully be closed in that situation.

Note, none of the other information screens open as "windows" covering part of the screen. This is inconsistent, and there is no clear reason for this inconsistency. It might be useful to have a Victory Points screen visible while the map is open etc., but instead it covers the whole map and you need to explicitly close out of it to get back to the map again. Even the Losses screen which includes text covering only a small amount of the screen, opens to cover the whole map, while it might easily have fitted in a "window" on the right, and substantially reduced the graphics of the gravestones. If it was consistent that the Turn Summary simply opened fully, then it would be clearer you need to close it before selecting anything on the map.
