The change to months, instead of turns in War in Europe is a little confusing, but the main thing is Shock Armies. One month? But corps take 3, and armies 4? Also, never noticed before that they are expensive (same as tanks); almost twice the price of a regular army; has this always been this way? World at War, the Shock Army was one turn faster than a regular army, but the same price (unless that changed as well).

The production delay on my side for a Shock Army is 4 months, so I'm a little confused.

Have you updated to the latest and are you looking at a new campaign rather than an ongoing game?

Updated, but ongoing campaign. So the production settings won't change in an existing campaign?

Unfortunately campaign changes only take effect once you start a new campaign.
