What does the attached message mean? I have searched the Doctrine, but I can't find anything related.

It's just a warning message telling you that individual units part of the mission don't have the same doctrine (ROE) as the mission they are affected to.
Either change/check the units doctrine individually (differences will be colored yellow or red) or open the mission, go to mission's Doctrine & ROE and press the large/wide button at the bottom titled "reset affected units (inherit from above doctrine)". This will force all units inside your mission to inherit doctrine/ROE from the mission.

Note that divergent ROE can be OK in some cases. It's up to you to decide.
