Dear Alvaro

First of all, I want to congratulate you for developing this brillant wargame.

With the latest patch, I recognized that enemy navy has become really lazy, as it seems they don't attack my raiders anymore (they seem to stack always in port). I even can put a single Transport without protection directly in the North Channel without the AI attacking, which is odd. I encountered this issue as axis vs ai in both 1939 scenarios (normal and small fleet). Maybe it is in connection with the new behaviour of ai navy for not getting trapped in the Baltic?

Second issue:
It is still possible to merge divisons directly with train transport (click train button then alt+clicking on division for merging) which is not wrong in my opinion but don't cost any rail points, which should be corrected.
