I understand what you mean, but i really think that this "holes" in the documentations of some game features are something that really makes the game even better. When my planes do not do what i expected them to do, i always pu myself in the shoes of the admirals in Tokyo or PH: they give general orders and crossed their fingers. When to reports came over their desks days later, it was not written: the XXX daitai did not escort because of low morale, but i guess something like: " communication problems" or "general coordination problem"...so i take this as part of FOW and i'm quite happy with this
