Status: offline 		By adjusting difficulty, what changes? Does the AI get combat modifiers, diplomacy modifiers, better generals, etc. or does it actually make them more agressive on the strategic map?

Status: offline 		IIRC at the highest levels I think it is mostly economic/production changes you will see.

Status: offline 		No, the AI also gets combat modifiers at the higher levels, but the exact effects have always been a mystery.
