The date is Sept 1942 and I just ran a bombardment task force down to Koepang in one of my pbem games.
I'm fairly certain they were not spotted on the way in; and since they were not attacked, I do not think they were spotted on the way out either.
The Task Force had all four Kongo's, three large CA's, two CL's and 12 DD's.
They first surprized a Mine Sweeper, and sank it quickly; then surprized an AK with one Destroyer escort, that they also quickly sank.
The bombardment results were 278 casualities, period!
The allied player had a lots of aircraft at Koepang along with 75 plus ships in harbor and 58 LCUs at the base.
I did not get a single Airfield or Port hit, and not a single aircraft or ship was touched.
Any ideas?

There is some operations point cost for each surface action so maybe a lack to operations points limited the bombardment. The "Tokyo Express" model bombardment shouldn't allow the TF to do much else besides bombard although I have seen bombardment TFs engage multiple enemy TFs and still pulverize a base. Could be you have a real dud for a TF commander (or low aggression rating) or the leader bug replaced who you thought was in charge to WO? Otherwise I guess it just S---- to be You.

what spence said... + recon over attacked base should help - so use the recon, lots of recon, Gregg....but even if you reconing the base by weeks there is always chance for unsuccessful bombardment runs (like did you have)...

Also the WITP engine will during a bombardment first oppose the attacking forces to the CD guns, and only if these are eliminated the airfield and port will be bombed. With 58 LCU in Koepang, I bet there are tens of CD guns and you didn't neutralize them enough to reach the juicy target.

Best tactic is (when you don't expect surface opposition, or only PTs)
_ send a CL/DD force to sweep waters before the arrival of your BB. This TF should be faster and have a lower number than the bombardment TF to be almost sure it will engage first. Also it should have an agressive commander.
_ divide your BBs in two TF, one will hit the CD defenses, the second will have more probability to get trough and hit the airfield.
