As the Brits, I was able to capture the French fleet on one occasion by taking Brest, and then the fleet just became mine. Doing a similar thing as Russians and taking Hanover, with a large British fleet in it, I took the province, but the fleet just remained there. They seemed not the slightest bothered with all the Russian speakers on the streets?

Do you also need to blockade at the same time? Is there some minimum force strength?

yes, the fleet has to be blockaded to capture it. As for the Brits not leaving Hanover, I've encountered the same thing. I beleive it's one of the bugs to be fixed...sometime or another.
