Is this statement correct?

In the leader choices screen, only free unattached leaders are presented; so the choice of any leader on that screen will not transfer a leader from an existing billet or command.

Yes. Only unassigned leaders show on the list.

The worst that can happen if an already assigned leader somehow gets onto the list, is that he ends up commanding two units, and is then at risk if one of the units is destroyed.

Would he be at risk? Or would there be two of him?

In stock, MacArthur is in command of USFFE and SouthwestPac. Is this two spots in the database {hence two different MacArthurs}, Something hardwired in the code or one database slot that has two HQ units pointing to him as leader?

I have noticed that commanders of TF that are docked will show up on the available list.

You will find it is a case of ONE leader slot being pointed to by two different units.

When one unit is destroyed, the leader maybe killed and removed. Thus the leader slot is cleared. The program does not know that another unit is pointing to this same leader slot. Thus the leader of second unit may go also.

Note the case of 'may'. It all depends on the state of the first unit's leader.

In reality, the system can only truly support a one leader to one unit deal.

I haven't noticed that.
I will look closer in my current game.

I don't beleive that they should be showing.

In past games, I have relieved high-rated commanders to put them in the pool, and then re-assigned them to a larger HQ for their effectiveness. I did this maybe 3 versions ago, not sure if you can still do it, but don't know why not?..
