It is not that hard to do:

(Before Pearl Harbor - in current media)

"Mr. President, it would seem that a lot of Japanese warplanes are enroute to Pearl Harbor"
"We are fully prepared".

(After Pearl Harbor)

"Admiral Kimmel, you did an heck of a job!"

It works for Japan too:

Both the Japanese Government and the Japanese High-Command vehemently denied responsibility in the "Invasion of SE Asia" scandal - raised by the publication by various media outlets of pictures showing Japanese soldiers landing in multiple areas in Western Pacific.

"We didn't authorized such acts", said a spokeman for the Japanese Army in a statement, "They are the result of random acts of a few million bad apples. We do not know how the hell these people got in our army".

A strong condemnation was expressed by the foreign minister: "The World must understand that in no way the invasion of lands belonging to foreign powers should be considered as the official policy of the Japanese Empire. Such acts are neither approved nor sactioned by anyone in the government".

Aboard, a sense of anger mounted at the alleged news that some Japanese naval aviators dropped bombs on the American fleet at Pearl Harbor. "We are very concerned about these news", said the US President in a radio speech, "since they do seem to indicate that the problem of individual soldiers acting outside the chain of command is more widespread than the Japanese military is ready to admit".

Some critics pointed out how the allegedly non-authorized invasion of China, in 1936, should have ringed a warning bell for Japan. However, Tokyo is now downplaying the problem: "We do not have news about Japanese soldiers landing in South Africa, Chile or even Ecuador, proving that we are talking about a very limited problem both in number of people involved and in the area affected.

Meanwhile, a new public opinion outbrust is expected, should the alleged news about the existance of more pictures showing hundreds of thousands of more out-of-control Japanese soldiers landing in Northern Malaya be proven true.
