They are probably getting them right off the production line. We were having issues with pilots expiring in their shipping cartons while sitting on the CIA's receiving dock (apparently they are inefficient at that too). So, we stopped snagging them in mid-air so much.

Do any of you guys know off hand what the PP cost is by ship type if you don't want to withdraw British ships?

I'm pretty sure it's 300 per DD but I don't know the rest either. I've been tracking possible withdrawals and just discovered a month ago that the game mentions when PPs are substituted for ships. I guess my opponent has been withdrawing ships until just recently. I caught a bunch of his R class BBs and 3 of them are littering the bottom of the ocean. In 8 game months, he's had withdrawals 6 times. 1 CV, 1 BB, 1 CA, 1 CL, 2 CLAA and 12 DDs, although I think he paid PPs for 3 DDs.

Maybe. Be aware that the game will deliberately issue false info about withdrawal demands, which leads to confusion. i assume this is so the IJN player won't really know what is happening. The only way the Allied player knows for sure what is being asked to be withdrawn is to look at the intel screen.

Yeah - only thing the IJN player will know if there was an ACTUAL withdrawal request that was not met. He won't know if there were actually any withdrawals ever done.

CL & CLAA - 500
DD - 300

Probably DDs - many players won't withdraw them. If they DO withdraw them, they run out of British DDs pretty quickly.

Of course, if you have a DD with 49 SYS on it, might as well withdraw it...

Not even then... They repair quite quickly.

But, if I have a BB with 49 SYS, Churchill can have it...

This brings an interesting question - if you sink all of the British ships of a type, can Churchill ask for one?

I'm almost out of UK DDs, many sunk, lots recalled. I have 1 I think and 2 are being recalled. I will check that on my next turn.

Churchill can kiss my rear though he's not getting any more of my ships.

i should clarify - the argument revolves around larger ships. The Admiralty will ABSOLUTELY demand DDs that are not available, and will in fact request more than you ever had in the first place.
