Playing as Spain. I was not at war with France and had passage rights with her.

France was at war with Austria but NOT Britain.

France moved troops into an area Austria had ceded to Britain in a past surrender and French troops tried to plunder the area but got the message. "Can't plunder not at war."

Still though, France kept pouring troops into the area in an attempt to plunder it.

For 5 years.

At the end of which she had around 20 full army groups each complete with two full corps in the area.

The total amount of troops in the area was I estimate at 2 million plus.

I know because for some reason (war with Britain broke out and she could then attack the area) and she then declared and marched on me.

The battles between us were HUGE.

One battle was my 79,000 against France's 750,000.

I had two full army groups in the battle area each with two full corps.

One of my army groups had to fight all of the battles. The other never got called .

After a few months of battles the army group doing all of the fighting, always set up as "fatigued"

Never did I have the chance to reinforce .

PS: I won. The AI continuously fails to protect their capital with any reasonable amount of troops.

Fun to play but definitely a bug.

Issues.

How could France maintain and pay for this huge army?
The no plunder issue. ( France somehow did not realize the area was British.)
The no reinforcement from troops in area.
The one army continuously called to fight while the other fresh army in the area sits idle.
The AI poor protection of their capital
