I intered in buying this game and I have simple question : Can player speed up development of aircrafts ? E.q. put zero A6M5 3 monts earlier before original put in service ?

No, not really.  It isn't an empire style game, its a classic form wargame.

Damn, I want this.
Is here any chance of this can be changed ?
I think, if I preform better than Japs IRL, then I have more resources for reserch, I only want speed up research for cca 1-3 months, not for one year.

You can do that. Exactly 1 or 2 months, depending on how much you invest. But the thing is, it's never a game breaker. It's nice to get a certain plane ahead of schedule but not many types deserve such investments. Then after a few months playing you see that it's much better to preserve your supply for front bases etc. so you can say that most of us were fascinated with the prospect of speeding up research just as you are but then decided it was too expensive and doesn't guarantee results. IMO, 2 pre '45 jap planes can make an impact on the game, Frank and George, and they are the ones that should be researched and then again it depends on wether you are playing with Player Defined Upgrades or not...

P.S.
Hell, before I got the game, I was sure my best investment would be investing hard in OscarII research. Imagine that...

And how much time you must invest in researching ahead of time to have  plane a month or two  (and tree will be nice) earlier ?
I mean e.q. you must invest 2 months to get 1 month earlier and 4 monhts to 2 m. earlier, or is here way to invest 2 months  to get 2 monhts earlier with double resources invested ?
And in which place I can find original launch time of planes ?

You need to invest an extra year or so to get plane models early.  And those who have done so report that the program resists anything more than a month early.

As for scheduled "launch" dates, check the Intelligence window under "Aircraft Replacement Pool".

If I recall correctly I got N1K1 at least 2 months before schedule. It may depend on plane type and there is always variation from game to game due to random numbers involved.

AFAIK, yes, apart if you choosed to vary it randomly in the realism options:

The 2.4.8 rules refers to Reinforcements, units in the queue to be added to a player's forces.  They are only partly dependent on the Japanese on-map production.

Research is really random in WITP.
My experience:
About 200 tojo researched: got airplane 1 month earlier
About 150 tony researched: got it in 7/20, about 10 days earlyer
