Ok. I have almost all answers concerning military issues. I feel like I can write a manual for the game .
Now to politics. Will you have a goverment? Will you be able to change it? What about elections? Parties?

Yes, how are states right a concern for the southern war effort? It stopped the south from winning the war in 1861 after first mannassas. If the states would have given up their militia to the army they could have captured Washington and gaind their independence.

Politics will indeed be part of the game. It is represented by governors and their elections. The game starts with all of the governors who were in office in Nov. 1861. As it continues, these governors run for reelection in the years that there were actually elections. For each state there will be multiple potential opponents, and their reelection will depend on their popularity, which hinges very much on the war and how it has affected their state. If they have become unpopular, governors might be tossed out of office and replaced with an opposition party's candidate. This can be quite significant, because when governors favor their central government they give important boosts to the economy, recruitment, research into upgrades, etc., and when governors are opposed they can have the opposite effect.

Politics also enters into the picture in late-1864, when the USA has a presidential election. The CSA gets certain bonuses then, especially if it wins major battles close to election time.

In answer to Kung Karl, states' rights is not an issue in the game -- governors find other reasons to get angry with Jefferson Davis.

Does the CSA get 15 VP's regardless of who wins the Presidential election? Seems like they would only get the points if Lincoln loses.

There is no presidential election in the game: Lincoln stays no matter what. (Not that Lincoln ever appears in the game, other than in some of the artwork. It's just that you never get a message saying he has lost.)

The CSA's VP's in November come only from major victories that occur just before the elections, and thus can influence them.

why wasn't the presidential election put into the game?  I think that would have been very intresting if not only governers but the president could change.

Ok, is that a typo in the rules then? It says the CSA gets 15 VP's in early November plus triple bonus VP's for combat wins.

Ack, I forgot that during the turn when the election takes place the CSA jumps by 15 VP's, as correctly stated above. If those are enough to put the CSA over the top and give it victory, it's as if Lincoln lost the election. Or, put another way, if the Democrat wins election, the USA loses the war (in that it doesn't achieve Lincoln's original goals). So actually having an election and learning that McClellan (who might be running an army somewhere) or someone else has won isn't all that necessary.

I was distressed that the Democrats couldn't beat Lincoln in 1864 but that last post of yours makes up or it somewhat.

But I'd still like to see a presidential election.
