The troop loading routines in this program were very badly written. First off, this crap about the listed loading costs being "estimates" that are deliberately wrong is such utter bovine fecal matter. Second, just about the only way it works is if the ships you use have done absolutely nothing during the previous turn's execution. If they have used ANY Ops points, they won't load. If they have moved at all during the previous turn, even if it doesn't show up as used Ops points, they won't load. Basically, if they didn't spend the entire previous turn disbanded in port or in a docked TF, they don't load. And even if you do everything right, every once in a while, when the moons are lined up wrong, they don't load. Personally, I think that the only viable option when a loading starts going sour is to abort, unload entirely and start over again. Otherwise it just never ends as you just keep loading more and more remenants and stragelers on more and more little TFs that you have to then track and combine. As for fixing it, the first thing is get rid of that deliberate "error" in the listed load costs. The rest is probably beyond fixing in the current code but try that first and then go from there.
