Several times I have gotten naval battle reports where USA wins battle of Carolina coast (or whatever) with 50 ships lost - all of the from the victorious USA. No other losses.

What is happening?

Hard Sarge might be on to something. In my PBEM AAR, you'll see that the same CSA fleet that had been trouncing the USA fleet just got trounced itself when it attacked that fleet in the Anapolis harbor.

Ok, happened in another game and it was a port attack. So only the fleet lost ships because the port was, well, a port.

So that problem was not a problem - just me not paying attention.

well, simi good :)

you got to watch port attacks, they are dangerous and costly, and should only be done when the cost is worth the gain

And there's that torpedoes upgrade that makes attacking ports even deadlier. Watch out to make sure your opponent doesn't have it...
