I just wanna make sure I have this right. Currently the Governor of SC supports conscription. This means that if I conscript in the state I suffer no attitude penalty but still take the risk of that province going into unrest. Is that correct? Thanks in advance.

Would supports conscription also cover musters? and if not why not?
