If you move fixed equipment, it is lost, and goes into the lost column of inventory. This is because the equipment is presumed to be in permanent emplacements, i.e., fixed in place, and unable to be relocated to another location within the time frame of the scenario. In this scenario, I believe there is a small amount of on hand inventory for replacements of the fixed equipment, so you could conceivably entrain the units (losing the fixed equipment) then move them to the position you want to use them from, disembark and then wait a few turns for the replacements to fill up the empty slots. Then...finally...use them. The reason you would want to keep them entrained, is because entrained units do not absorb replacements during the Automatic Bookkeeping Phase, and if you disembark them prematurely, they will take up what precious few pieces of replacement equipment there is. Given all this trouble, and the fact that the rail repair and rail capacity is in such short supply for this scenario, you might be better served using the units as hex converters, or launching spoiling attacks. Just keep in mind that they will not fire at range, with any effectiveness unless there is equipment currently assigned that can reach the target hex in question.
