I'm playing SU, every other side is AI, version 1.010 (though I upgraded mid game). It's Fall 1946, the Axis got to a high watermark of 66, Germany is defeated, Japan holds out. At the the end of the SU turn the land attack for WA HB is 8 - if only it was a 9 then Japan would surrender as it has less than 10 VPs and SU has declared war. At the end of the WA turn the Axis get a substantive victory - one less than decisive because they didn't get a high watermark of 67. The opportunity for continuing a WA-SU conflict is not given, as you would expect.

However, I check out WA capabilities and find they have increased their land attack to 9 - must have gone from 8 to 9 in the research phase.

This is a bug isn't it? I believe Japan should have surrendered, dropped a level of victory (minor? haven't got the rules in front of me) and the WA-SU conflict should have been allowed.

One subtlety to note is that when Germany surrenders the USSR does NOT actually declare war on Japan.

Instead, the USSR unfreezes the eastern zone. War is not declared until there is some combat between the USSR and Japan.

I don't know if this explains your experience.

No, there has been quite a few turns of combat between SU and Japan. Funny thing, though - I can't remember any screen saying the SU was at war with Japan - perhaps that's where the bug is?

In the save you sent Germany is not defeated. Did you send the wrong save?
