Is it a bad idea to have a three star officer in command of a Corps attached to an army without a four star general? Would it be better to have the Corps separate or is there no effect?

over all, I see no hassle with it, the 3 Star will still command the Corps and any goodies will still be done to the Corps

the Corps itself will work better, either in the Army or by itself with the 3 star in charge

Will the initiative of the 3 star, if he is the ranking general, help move the whole army as it would if he were just moving a corps?

Eric or Gil will have to chime in here on that, but I am not sure if it really matters, I see alot of the AI move much faster then my "greats"

so we may need to talk about what the rules say and what the game says

I don't believe that the 3-star's bonuses would apply to the entire army.

Remember, the lack of a general in charge of the army doesn't mean that the army doesn't have anyone in command, it just means that there isn't a "name" general who provides bonuses. So, to the game there is an abstracted 4-star, until such time as someone gets promoted and put in command of it.

If I am right that a three-star's initiative rating makes it more likely his corps will move, then you would have a better chance of moving a corps with a three-star leader than you would a whole leaderless army. Isn't that correct?

A "Terrible" rating is like having no leader at all for a container, so generals don't hurt their armies'/corps'/divisions' chances of moving, but they can give bonuses.

Yes, unless your three-star general has a "Terrible" initiative rating. But if you promote to 3-stars or keep at 3-stars a general with a "Terrible" initiative rating you deserve what you get.

There are reasons to promote one stars higher even with very bad scores in certain positions. One is the number of Union Generals with trainable traits that are wanted for your troops. Take the risk in the east and leave a bunch of crappy generals that are GOOD trainers in command only replacing them late in the war when you decide to move against Virginia.
