I am playing with advanced options on. I noticed something with this scenario with Camps. Even when a province is maxed out on buildings you can always build Camps if you have the resources. I checked Southern Steel and it's grayed out correctly when there are no more available building slots. You can see this by just loading the scenarios as the Union player and going to the city list and selecting to build where the building support is maxed out.

Camps do not need slots to be build, only resouces

you also show a Manson being able to be built, so the City is not out of slots, just out of usable slots right now

(IE, IIRC a city can have 30-32 slots for building, once that is reached, it won't let you open the build box anymore)

(I am assumeing it is 32, as when you get to 28/28 it still lets you build one more Manson)

According to the manual and the way it worked before the patch you could have 30 total buildings, but the only options available when your current max (4/4, 8/8, 12/12, 16/16, etc) was reached would be mansion and plantation to open up more usuable slots. I'm sure this was how it was pre-patch because I wrote a request in the main forum because the numbers didn't make sense. Mansions and plantations support 4 buildings and 30 isn't a multiple of 4. So I suggested that they support 6 or the total be changed to 32. When you build that 8th Mansion or Plantation now your total buildings goes from 28 to 30 and you're losing 2 slots by game design.

But in Coming Fury you are able to build Camps even when your current max is reached. If camps don't require slots now then that rule needs to be listed in the changes.

I thought the Camps change was in 1.2.3? I guess not, you're right that it should be listed if it's part of this update.

Camps do not currently require a building slot, just like Mansions and Plantations. It's not a scenario-specific change, it's a general change to the game rules. However, as noted elsewhere, Camps also don't generally produce as many replacements per camp as they did before and they also have a chance of using up a manpower point in the Spring.

Ok well good to know the rule changed and that's why I'm seeing. I was wrong about Southern Steel. When I saw the issue in Coming Fury I checked SS but didn't notice that the Union on turn 1 doesn't have the horses to build Camps. So it's working per the rules. I just didn't know the rule changed.

Smooth as silk so far. Forgot how much I liked this game.

Southern Steel should be fun. Wasn't it really never a question of Northern resources; but rather a question of how to harness and apply those resources to subjugate the South.

Anyone know if Anaconda Plan victory conditions require blockading units to be 30 ship units or ship units having an "actual ship strength" of 30 ??

It requires a total of at least 30 (>=30) Ships, Frigates, Ironclads. Each "unit" of such starts out with 10 when you first build it, so for example, three "Frigate units" containing 10 Frigates each will successfully blockade a port. I generally focus on building some 3x Frigate Fleets early on to get the blockade in place affordably. I can then expand it if necessary and build more ships for amphibious ops.
