I dislike the non-ability to demote a General.

Butler is a case in point.

Effectively, I have to create five fax-army HQ, and give them to idiots, before I can actually
use one.

Fremont will complain EACH time he is passed over, and you cannot simply Macarthur him.

I sent him to San Francisco with my firm hope that he faces no emergencies.

I understand that there is a political cost, but never realized that it was ongoing.

I can only hope that Davis has the same problem he had historicly with Joe Johnston

I think that’s just the point of the promotions system: To reflect the problems and frustrations Lincoln had to suffer. And I think it accomplish it pretty well.
Of course, the system applies also to the CSA, but his top ranking generals are way better than the USA, at least at the beginning. So its not the main problem.
Joe Johnston is not great but way better than most of the USA top ranking generals on the first years.
But CSA has other BIG problems to cope with like... ridiculous production potential, no navy, no money...
If the USA could get rid of the **** generals without problem and put Grant, Sherman and co on command from day one, the war would be a fast and boring affair.
To me the promotions system is great to catch the flavor of the war.

Actually there is a 50% chance of Fremont being removed by the game between the end of August '61 to the first of November '61. Evidently the event didn't fire for you. Personally, he is such a crappy general and historically he pissed Lincoln off, that I think it ought to be increased to 95% likelihood. You can change this in the "USA Events.sct" file located in the ACW/Events folder if you want, just load it up with Notepad (it's in text format) and do a search for "Fremont". You'll find some lines under "Conditions" such as "Probability = 50". Just change the 50 to some other probability or if you want 100%, remove the line altogether. Be sure to save the original "USA Events.sct" file before making any changes just to be safe.
