There are 5 different difficulty settings. According to the manual they affect the resources available, the income collected, and a number of other factors.

What are these other factors? Do they modify the combat odds as well? Is there any change in the AI behaviour?

I am really in favour of bonuses on the resources available, and AI behaviour. But I am not in favour of handicap bonuses eg. tweaking combat odds.

Combat odds stay the same. The higher the difficulty the more bonuses the ai gets whilst you get less resources, production and manpower.

That's too bad, because adjusting difficulty levels in games should really be more about bumping up the AI. A stupid computer opponent with more units is still a stupid computer opponent.

I've uninstalled until they come out with a patch that gets the Germans a little more aggressive (maybe have them send a unit or two to Africa, for example). The games just too easy as it stands.

Try playing it AS the Axis then - on one of the 2 highest settings, with oil on......

Either of the two highest settings are tough.   AI is very good at supply and making sure you dont have it.  Regrettfully, Africa is still dead.  If you want to liven Africa up try Dave74 mod it will give you action in that theater.
