Here is something I wrote that may help you in getting CS maps exactly right.

Yes for maximum accuracy you need to know what has changed since the war. However if you have larger scaled ww2 era maps you can determine what has changed while Google Earth gives you the topographical information you would otherwise need 1:25000 maps for.
For the Korean War mod for example I have 1:250.000 US Army maps. The detail is provided by Google Earth as 1:25000 topomaps of Korean War are extremely hard to find.

This is a great way of building maps for areas of Russia, where WWII maps are rare, the elevations, waterways, rail lines (for the most part) and forest will be the same as it was in the 40's.  Chances are the roads existed but were dirt instead of paved.  The built up areas are a trick, current population of the town I am working on is 40,000, its 80Km from Moscow with a major rail, water and road connection - so I will surmise that it has had good growth over the past 65 years and will reduce it to about 1/2 of what Google Earth shows me.  If there is a more scientific method - please let me know. On the other hand, is anyone has a map built for the areas of Kashira, Tula, Plava, Mordves, Venev or Novomoskovost and are willing to share them, it would save a bit of time.

Hallo countblue
I already used. These maps are to be used however only for the First World War. The infrastructure changed clearly for the 20's. In addition the yardstick 1:200000 is I uses 1:100000 too inaccurately.

PS: Take this very good polish side for the maps in the east !
