Which is historically accurate. Then, there is also an insta-militia rule so that Spain and Portugal sprout some defensive militia if attacked. Which means nothing if the WA are already on the continent, but make an amphib landing a little more difficult, especially early on. Then, there is also a Spanish event that kicks in if Portugal is invaded, nudging Spain towards (and possibly into) Germany's arms. It also sprouts several more militia in Spain, just to make it a little tougher if it remains neutral (still not tough though, if the USA is in it).
