So what does it take to refit ones HQ?? Its been several turns and all my Hq's are at 0. Some help please:)

In the strategy phase of each bi-monthly turn you must purchase HQ refits, similar to how you buy refits for combat units. If you don't explicitly do this you will deplete your stockpile very quickly, depending on how rapidly you buy offensives.

And rmember you have to buy refits, and they are horrendously expensive at 3 production points per 1 refit.

Plus you can't give a HQ more than 1 refit per strategy phase...so it takes 3 turns (1/2 year) to get a HQ from 0 up to the maximum 3.

A key thing to remember is not to run them down to 0, Stack HQs or keep a couple adjacent to each other to keep a drive going.

Actually I stockpile the 'built' HQ in Berlin and pad them in each phase.

Then when I need a sustained drive I RR them to the point of contact.

An interesting anomaly I witnessed...

I had a German HQ in the mountains of Romania... and it won't accept a refit. Same thing happened to a couple infantry units.

As soon as they moved off the mountain I could refit them.

The supply rating of the hex was probably too low.  Common occurrence in mountains, worse during the winter.

When I am getting close to an exhuastion level I try to keep as few HQ with points as possible. One of the worse things that can happen is to get all your HQ's to 3 and lose one point from each due to reaching an exhuastion level. Losing the troop quality is bad but losing the HQ points can cripple you.

Ah Ha!

Lost a couple HQ points from "out of the blue." Starting to understand now.

However, I didn't think HQ's had readiness levels. How do they exhaust themselves?

Its on the display when you pass the mouse over the hexes.  Just between the map and the bottom panel, where all the hex information is displayed, right-hand edge.
