Well here I am at Truk and I can't get my merchant ships to load more than 5-700 points of cargo before they set sail. What gives?

Are they set to computer control or auto convoy?
I have seen ships do this when the above is applied.

I am very glad you posted this question. The same thing happens to my convoys from time to time, but I thought it was something I was doing wrong

The next obvious question is am I trying to load more than the base has?  The answer is no.

Are you setting a destination away from TRUK so that when they are full they leave? If you are manually moving them with TRUK as destination, after they load up -- they'll start to unload again.
Just a thought....

So far I have not noticed this in my games, although a few times ships left empty and I had to turn them around & send'm back.

Having the same problem. Have to do it 3-4 times to get it right?

I tried repeatedly and finally gave up.  It's tough, especially in 8/43, to take troops and enough supplies for an auto victory with ships that won't or only partially load.
