Playing as Napoleon in the Standard Scenario. I am currently at war with Russia, England, Sweden and Turkey (Turkey joined an Alliance with England and Austria when I was at war with the latter two). I have twiced gotten Austria to surrender and felt the time had come to punish Prussia for the insolence of declaring themselves an Empire. However I am not allowed to declare war against them. As far as I know I have never been at war with them before. I have no forces inside of their territory. Spain has forces next to Berlin (chased Austria there earlier when Prussia backstabbed Austria and got severly punished for that) but it doesn't help if I cancel my Alliance with Spain. What else is there for reason for not being able to declare war?

To declare war you must:

1. Not be allied with that country (you first have to cancel an alliance)
2. Not be within an automatic peace period with it (eg 18 months after a full surrender).
3. Not be under a peace with it agreed by treaty (until the treaty is cancelled).
4. Not be at war with any country your proposed new enemy is also at war with.

The last one often catches one out.

Uhmm.. must be number four in that case. It's a bit crazy at the moment in cental Europe. Why have the developers included this limitation? To avoid a three-way-war?

As it turns out it was quite lucky that I was unable to declare war since two months later I had 300k Turks knocking on the backdoor in Illyria while Wellington thought Nappy was to busy to not notice a quick landing party in Northern France. It's a bit annoying to have Russia, England and Turkey constantly throwing large forces at you and no way to get them out of the war. Very unhistorically in regards to Turkey and Russia..

Exactly why.

Apparently COG2 will contain some limits to restrict excesses like an all conquering Turkey. However in the current game you can use the power levels (on the country choice screen) to make countries more or less powerful eg upping France and the majors and decreasing Turkey or others. Note that the power levels were accidently deleted in patch 1.2.26 but were still there in the major update at 1.2.25.

I my game it turned out that Prussia was at war with Turkey, England and Sweden. Guess it will take a while before I will be able to declare war on them..

Otoh I will not have to worry about them at the moment. Will perhaps even be able to burn Moscow before I'll deal with them.
