From manual i understand you don't need to have troops in base to achieve 100% of victory points which that base holds . Is this right ?

Base : Kona
Value to Allies : 4
sup : 31
sup required : 0
fuel : 3861
fuel requested : 2000

No lcu , planes or ships in or docked in base .

Do i get those 4 points or i will suffer penalty becouse i don't have any unit in city ?

If the base is not properly SUPPLIED, you suffer victory point penalty losses, otherwise as far as VP goes you are ok.

There are garrison requirements in China for the Japanese, but they don't pertain to victory points.
