I cannot get out of set-up phase. I am playing Prussia. I have all my forces with corps and depots. However, I have discovered that the fleets will not allow me to man them no matter what I do. However, when I go to next phase it keeps pointing out that the fleets are unmanned and I cannot go forward from the phase. The game highlights in red the province i am having the issue with and its always the one with the unmanned fleets that cannot be manned.

I had same problem with French. As they don't start with any artillery to put in their artillery corps.

I just got game, so probably doing something wrong.

Prussia needs to set up the Saxon Corps (free state) to start. There are no naval factors at start, so leave the containers in the force pool until you can build ships.

France also doesn't start with any arty factors, so leave it in the pool till you can build some.

I just found these two exact things out the hard way...

Ah, I see the problem. The manual says for Prussia “Any desired number of corps and fleets”, but of course Prussia does not setup with any ships. Will correct – thank you.

Ah, yep - it's a key thing to realize that just because you have a lot of extra containers doesn't mean you should necessarily place (or can fill) them all.

I had the same problem with Austria. I think I found all of the free states and conquered states but it would still not advance. Can anyone review what I may have missed. I had no empty counters.

I've found that doing all land forces and filling them first, then satellite forces, then naval forces keeps me from missing anything. Then I do the diplomatic replies/alliances page.

The methodical approach helps out a lot with the set up.

My problem was not deploying Holland's forces.

The status window in the lower left keeps track of all the factors you still have to deploy.  It looks something like 35i,8c,(FS)8i,4c I think.  As long as you have anything showing there you still have not finished deploying.  Any numbers following the FS mean they're free state factors.
