Economic Manipulation not working

I've just noticed that the economic manipulation doesn't seem to work. I have it on +2 but my country just went down -3 on the chart. Should have gone down -1 (-3+2)

I'm not sure that economic manipulation works, but you are aware that it takes effect in the next economic phase? Did you lose the money or manpower you decided to use?

Did you take into account the Political Status Adjustment (section 12.6)?

You manipulate first, then the game chart moves you again, based on where you are.  If you are in the Dominate Zone, then the board moves you down.  If you are in the Fiasco Zone, the board pushes you up.

if you manipulated +2 then
First you move two steps up on the political status display, then
you move down the number indicated on your new location.
If you are in the top of the dominant zone and manipulated +2 or +1 your manipulation is wasted, that is because there is no step up for you to move.

If HLJ is correct that is what happened. I was at the top of the chart when the manipulation was supposed to occur. When playing the boardgame we always just combined the two numbers and made the adjustment.

However, I really think doing the manipulation first and then the -3 from the chart penalizes a player that is doing well. The reverse calculation would make more sense to me.

manipulation goes 1st then the chart moves you. - manipulation works better than + so that it is easier for the weak to get normal than the strong to stay on top.

Manipulation is supposed to be difficult when at the top.  It is what forces France to continue to fight, so they can gain the PP's they need so badly.
