Hotseat is pretty even.
(1)start a game normally. choose to be the union player
(2) union player does move, but does not end turn.
(3) then, hit control-save (the botton next to the end turn button) to be able to name the save. Call it mevswife.
(4) exit to main menu
(5) click load game
(6) you will see for eached save game you are playing, there is a USA and a CSA file listed. so you will see a mevswife file that says USA and has a yellow paperclip next to it (the paper clip tells you that it has been opened and saved-this is how PBEM is done and is an easy check to see if your opponent sent you the right file that he has played and saved)
(7) the rebel player will then open the CSA file, play their turn, and then end turn.
(8) the CSA player will then get to watch the replay and the union player will only get to read the report. PBEM people do it this way to that the reb player can make sure he sees the Union naval move and does not get suprised.

wash, rinse, repeat!
it is a little ackward but it works well.
have fun

war in the pacific has a hotseat setup that runs like a normal two player game.

You will need the main Witp game though I believe no? Is AE not an addon?
