Correct. But, not always. I've seen it numerous times. Sometimes, you can get around it by closing the window and then opening another one (doing the same thing). Other times, you have to highlight the other unit (or garrison), and transfer in the reverse direction. And, there have been times when it simply would not work, and I had to find another way to do it (like, transfer to a different force, and then transfer from there to the one I intended). One other piece of information that might be useful for this: It's always one factor remaining, at least when I've seen it. Never more. However, for reference, there ARE situations where it can APPEAR that this is happening, but it's really not. Specifically: - When the corps in question is inside a city, and adding a factor would put the city over the limit. - During land movement. While the interface looks the same, it is not possible to empty a corps during movement. Only in reinforcement. - When the receiving unit is a depot, and it already has 10.
