You can mod a specific file, AcwProvinces.txt (in the "Data" sub-folder), to increase the likelihood, though. This file assigns the terrain types possible in each province, but repeats some types to increase their chances of appearing. Thus Fredericksburg has "Wilderness" appearing multiple times, Florida tends to have lots of "Swampy" and "Very Swampy," etc. Terrain#9 is "Populous" and Terrain#12 is "Roads," so if you wanted you could go through the file and add more of these. (I should say, as the one who chose the terrain types for each province, that I did put these terrains in the parts of the country that were more heavily populated, and think I got it about right. I'd welcome any suggestions for changes.) Your questions about AI choosing the map perplex me a bit. Do you mean that it the AI makes a pre-battle check it gets to choose the type of terrain? Or are you thinking that the AI is what designs battlefields, and determines where roads and towns go? If it's the latter, I should say that has nothing to do with the AI, but rather is done through some very complex logarithms. Either way, Eric would be the one to answer that, but you'll need to clarify your question first.
