I'm in mid-July 1943 and I still don't have Hellcats for any of my carriers. When do these things arrive?

Look at ship availability and check out the flat tops or aircraft reinforcements for an idea of arrival times.  In many instances these sqds arrive before production for the replacement pool starts.

According to my reference book ( Hamlyn Concise Guide to American Aircraft of World War II ), the first production F6F flew on 4th Oct '42.
Ten had been produced by 31st Dec '42. Essex began to equip on 16th Jan '43. On 31st Aug '43 Sqdn VF-5 ( Yorktown ) recorded the first F6F in combat ( vs. the Japs ). Over 2,500 F6F's were delivered during 1943.

As for in the game; see tocaff's reply, and look for the carrier's Essex & Yorktown in particular.

See I've got the Essex already and no F6F's. Do I have to send the CV's back to Pearl to get the new fighters?

No, Essex arrives from PH with Wildcats aboard.  Your planes upgrade automatically based on the upgrade path and the new model's availability in the replacement pool.

Carriers need to be docked in port to receive replacements ( within F6F range of Nouméa or Brisbane ); also you need 133% of the new aircraft in the pool, compared to the maximum capacity of the receiving carrier. You will also not get your replacements if your carrier has more than 50% system and/or 50% flood damage.

Interestingly I got my first F6F's as squadrons on some CVE's ( I thought the CVE's still flew the F4F's during the war) then land based and then I got my first squadron abroad the WASP of all ships but it is late August 43 and the Essex, Enterprise and Yorktown are still flying F4F's.

As an aside, why are my AC TF's CAP's so small? I have 36, 36, 36 and 30 fighters on the CV's with CAP set to 70. That should mean a lot more than 18 planes on CAP but it always seems like the CAP on my ships is tiny - yes I checked they are not on training missions.

CAP might not be as small as you think.  First off some planes might not fly due to fatigue from a 70% setting as it's tough to maintain this level.  Second the planes might be aloft, just out of position to make an intercept.

The planes had been on rest for a week and then trying to fly that CAP level for 3 days. Their fatigue wasn't that high. They might be out of position but darn radar should help the Americans on that front.

I only set the CAP level that high because so far I've never been able to stop the bombers (short of some minimal type raids) and frankly rarely, if ever, cause major damage to the bombers. My carrier CAP is 100% useless since shooting down Zeros doesn't help my carriers live another day. The only cap that seems effective are my 3 squadrons of F4U's at Lunga who tore up a lot of Zero pilots and still splashed a ton of Betty's.

Yes, I will say that as the P-47's roll in they do large levels of damage to the Japanese as well.

Frankly the difference between the F4F's/P40's and the F4U/P47 are so night and day it is stunning. I was literally like overnight once those squadrons arrived I tok control of the skies. At Lunga when I went from F4F's to F4U's I went from doing < 5% damage to the Japanese fighters to 40%.

Problem for me is by the time the F6Fs arrive there's very little for them to do. By mid/late 1943 I usually have Rabaul totally interdicted by multiple low-level B25 raids (try sending them in sometimes, 100+ strong, at 100 feet - they will destroy an INCREDIBLE amount of a/c on the ground) and P38/P47 fighter sweeps. Usually supply is very low due to most of Japanese merchant shipping converted into coral reefs,so very few planes will fly. Quite unsatisfying to see your Hellcats challenged by only 2-3 Zeroes and Oscars.

As the replacement hellcats accumulate a check is made to see if a squadron can be upgraded by passing the 133% test (along w/ other checks). Unfortunately, the smallest squadrons trigger the 133% test first and, if other applicable checks are passed, they get upgraded first.

Edited for clarity . . . kinda.
