Does it have any effect to which nonrestricted HQ a base or a unit belongs? As an example: I have a NORTHPAC unit in a SOUTHPAC base, the CENTPAC HQ is nearby. Will this unit have any penalties compared to a unit in a base and within range of its "correct" HQ?

I know that the HQ is important for air units - if you don't have 20k supplies in the base you need the correct HQ within range to get replacements and upgrades. But I didn't see anything obivious with land units, and I din't find anything about that in the manual.
